The post office can issue her a passport. It will take 6 weeks to process so be perpared for that. It may be helpful to bring a recent picture of her. I think it still costs about 30 dollars.

Try going to your local motor vehicles registry to see if they issue Photo ID cards. I've known a few people who didn't drive but needed a photo ID and they got it from the registry. Not sure what the exact process is though.
Does she have a school ID? That might be an acceptable form of identification.

Go to the same place where you get your driver's license. They often do regular IDs too.

Do you happen to have a spouse in the military? I am 18 and needed to get an ID a while back for a cruise I was going on with a friend. It would have taken about a month or two to get one through the California DMV, but I was able to get one that was just as effective (if not more) in only three minutes through a local base. I hope this helps - if not, I do not think the DMV gives state IDs to minors, but you could always check on that or possibly a passport (the backlog for that is pretty ugly right now).
