It depends on how smart you are with budgetting. I'm a budget traveller and have been to Barbados 6 times.
My first time in Barbados, I stayed at Pegwell Inn Guesthouse which was close to amenities, beaches, and transportation just right there. This accommodation was the cheapest I found compared to other guesthouses, hotels and so on. Back then, it was like 400 Barbadian dollars for like 2 weeks (I stayed like 12/13 nights, though).

I once went to Port Antonio, in Jamaica. There are some flea invested hotels left (In the center of the city), which take you in for a couple of Dollar. Errol Flynn started in the 30's the Caribbean vacation craze in Port Antonio, he owned the small island in front of it. The original blue lagoon from the movie is nearby. I took a plane to Kingston and rode my bicycle up to Port Antonio and the whole vacation cost me including flight for 4 weeks 420 $. An even cheaper way is to know somebody, with whose parents or relatives you can stay. Done that too, its very cheap.

Dominican Republic hotels are CHEAP especially in off season beautiful beaches (esp Punta Cana and La Romana)

the Dominican Republic offers most everything at excellent prices. If you are Canadian or an American living close to Canada check selloff vacations for good pricing. If you are other than American, Cuba is wonderful and inexpensive.. Trip advisor has loads of reviews of resorts throughout the Caribbean and around the world. Have a great time wherever you go.

Well if you go to the US island of Puerto Rico, you will not need a passport. If you do not have one, you'll save $95 by going there instead of leaving the mainland.

I think you can get some good prices to go on holiday in Mexico and Dominican Republic. I would go in low season for the best deal. After April 15th-Dec 15th. May is a great month to travel or November. The summer can be very warm and it is hurricane season. I would be careful choosing times in Aug and Sept.
An all-Inclusive option is best if you are on budget. Don't know where you are from to suggest a tour operator. But do some research on the web and I'm sure you'll find some good deals.
