The Caribbean is not a budget traveler's dream, but some places you can consider cheaper are:
Isla Margarita, Venezuela
Dominican Republic
San Andres, Colombia
Corn Islands, Nicaragua
Cahuita, Costa Rica
Bocas del Toro, Panama
Roatan Island, Honduras
Isla Mujeres, Mexico

I'm not sure those places have hostels, but any cheap lodging will have backpackers and probably a social atmosphere. Read the Lonely Planet guidebooks. They show places for budget travel.

I have never stayed in a hostel but here is a link to all hostels in North America.

I would say the VI hostels would be an interesting choice to research. St John (US) and Tortola.(BVI) also the St Lucia hostels.

dominican republic is very cheap in the towns. especially puerto plata i found.

St. John in the USVI also has tent campgrounds - Maho Bay and Cinnamon Bay, I believe they are called.

Roatan and Caye Caulker or Ambergris Caye off Belize have some "budget" accommodations.

To see what past guests have thought about different hotels, go to TripAdvisor.com. They also have destination guides. Frommer's and Fodor's have on-line "guidebooks", too. And, as someone else said, Lonely Planet is a good guide.
