The Jamaicans came to Panama to help build the Panama canal, ever since then the Reggae influence was strong in Panama. The first spanish reggae came out of Panama in the 1970's. & yes El General from Panama was one of the 1st artist & is considered one of the originators of Spanish Reggae. In the 1980's Vico C & other puertorican artists released spanish reggae albums in PR. In the 90's Panama's spanish reggae took off in Panama & in Puerto Rico their's took off seperately. In Panama they stuck to the typical reggae sound. In PR they started producing their own music & they used lots of influence from Hip-hop & latin music also. This was a different sound & this is how Reggaeton was born.

Vico C was the 1st back in the 80's to start deviating from traditional rap. But to answer your question I would give the credit to Vico C, actually there was a documentary done about it(too bad I don't remember the name), where they explained how it all began and Vico C is mentioned as the one who started it all.
