Because Puerto Rico is in the caribbean & has the potential to be hit by a hurricane. Cement homes can stand up to hurricanes. Other materials are not as strong. There are some caribbean countires that are too poor to afford cement homes that is why u might see other islands w/ different homes, but usually they loose everything during a hurricane

hurricanes and coolness is a big part of it; lack of forests so all wood has to be imported is also part of it; but the other big reason is ROT and TERMITES!

warm moist climate; wood rot never sleeps and goes after wood 24/7/365;

you wouldn't believe how fast termites can eat untreated wood till you see it!

i live in Puerto Rico and i have lived though hurricane George. now look at these pics first then i will tell you why. http://stormcarib.com/reports/2004/jpg00422.jpg
now image what that would do to a wood house.
that is why Puerto Rican houses are made of cement not wood.

Consider the hot weather with high humidity and the need for a cool building material such as concrete, blocks and tiles. Cement is easily painted and fast to go up. Multiple dwellings and apartments use a lot of ready-mixed cement.
