Why is Jamaica so Corrupt?

Ok.. I know that Jamaica is one of the most corrupt countries in the world and that it is rated on a national scale as 3.8/10 and has recently lowered to 3.3/10. (For those of you that dont know the scale.. its basically a scale of 10 to zero, with 10 being the least corrupt country and zero the most corrupt.) I know the facts about where it is ranked among the other countries and its level of corruption.. but i want to know WHY?

Why is Jamaica corrupt? Jamaica, Cuba and Haiti all have very strategic positions in the middle of the caribbean sea. The problems that they have faced are related to that geographic fact.

So many 'powers' have wanted to control them (within the last 500 years) either directly or indirectly. US foreign policy, Colombian cartels and even the C.I.A. (historical fact) have played significant roles in shaping our landscape. We have seen the effects.

Invariably, these external powers are so much larger than our economies that their plots are difficult to resist. These plots typically fit perfectly into the external entities plan, at the expense of the locals.

In Jamaica there are two primary classes of people,

1. The powerful - Those who have learned to gainfully interface themselves with those who seek to gain strategic control. Politicians, drug traffickers, pirates, business men. Even plantation owners 200 years ago fit into this scheme of things.
2. The powerless - Those who abide by the rules and live within the economic box that has been created for them...trapped within small island politics.

The level of corruption is a Reflection of the disparity between these two groups. People in the 'powerless class' are realizing that they could live their entire lives and not be able to afford basic necessities that the 'powerful' can buy callously.

The perfect example is the police man who realizes that it makes more sense to accept a US$50k bribe from a drug trafficker driving a mercedes. The money would be more than several YEARS worth of salary. essentially, when these two worlds collide, the money wins often enough.

The CIA facilitated the importation of illegal guns to Jamaica (in some cases actually financed it indirectly) when they thought we were getting politically 'close' to cuba.

What do you think the CIA's actions did to Jamaica's crime situation? Did that make a cops job easier? Ordinary cops suffered, with NO financial reward at all. Duplicate this example accross other sectors in the Jamaican economy and you should get the picture very clearly.

I was born in England and live now in Jamaica. Its not that Jamaica is any more corrupt but when you compare what a teacher/nurse/police person gets in the uk its probably minimum wage in jamaica.
Its in actual fact a minority that gives Jamaica a bad name. Name me a country that isn't corrupt?
People work hard and make little. Ive seen old ladies carry water on their heads because they dont have running water. Its people who judge that gives places like Jamaica a bad name.
Their are all kinds of scams going on in the UK, social security, loans, furniture, drugs all these things add up to corruptivity.
Ask yourself, who wrote the scale your teacher? Offended, actually, when you look at world poverty and ignorance side by side I'd rather be poor....
