It all depends on which cell phone service you are through. Check with your cell phone company and find out if there is a local cell tower in the city you are going to. It does cost long distance if you are using your cell out of town, because they will recognize that the signal is not from your local tower.

Depending on your service provider, your cell phone will or will not work in the Dominican Republic. If you have a CDMA phone, you could have service through either Verizon (with very good coverage in most parts of the country) or with Centennial (with coverage on major cities and roads). If you have a GSM phone, then you could get service through Orange (with very good service in major cities, and good service on less populated areas).
You will have to pay roaming charges.

I was at The Secrets Excellence Resort in early Nov '06. We had coverage with our Verizon cell. We also noticed Verizon advertisements.

I am planning a trip in late April and checked with cingular.com for the coverage area. I noted that even tho there is coverage where I will be they do charge a roaming fee. Check with your providers web site, and read between the lines for additional charges.
Good luck!
