You'll want to check with the particular cruise line. Most of them will allow you on if you are 18+ but some do not. If I remember correctly, Crystal Cruises was strictly 21+.

Your entertainment choices might be limited in the 18-21 group. More than children, but possibly less than adult..

Princess Cruise's Policy

Passengers under the age of 21 years must be accompanied by a Passenger 21 years or older who shall assume responsibility for their care during the cruise. Each Passenger hereby agrees and warrants that he/she will supervise any Passenger in his/her care at all times to ensure all policies, along with all other rules of the Carrier and ship, are strictly adhered to by all Passengers under their supervision. No alcohol may be purchased or consumed by any Passengers under the age of 21. No Passenger under the age of 21 shall be permitted to engage in any gaming activities on board the ship. No Passenger under the age of 18 shall be permitted to purchase cigarettes or tobacco products. Passengers hereby agree not to bring alcoholic beverages of any kind (except wine and champagne) on board for consumption."

Royal Caribbean:

No guest under the age of twenty-one (21) will be reserved in a stateroom unless accompanied by an adult twenty-one (21) years of age, or older. This age limit will be waived for minor children sailing with their parents or guardians in adjacent staterooms or under-aged married couples (proof of marriage is required). Royal Caribbean International reserves the right to ask for proof of age. Royal Caribbean International's age policy for gambling and consumption of alcoholic beverages is as follows: Please note: An individual's age on the date of sailing determines his or her status for the entire cruise vacation.

i know for a fact that you need to have someone 21 or older booked in each stateroom and its also true with Princess i think

to book your cruise you need to be 21 and to sail you need someone to be 21 or over "in the cabin".
see rcci.com
same with princess.com
