Based on your question and the ages you have listed, I am guessing that you only read Carnival's policy. Under Royal Caribbean's policy you should have no trouble ...

Q: What is Royal Caribbean International's Age Policy?
A: No guest under the age of twenty-one (21) will be reserved in a stateroom unless accompanied by an adult twenty-one (21) years of age, or older. This age limit will be waived for minor children sailing with their parents or guardians in adjacent staterooms or under-aged married couples (proof of marriage is required). Royal Caribbean International reserves the right to ask for proof of age. Royal Caribbean International's age policy for gambling and consumption of alcoholic beverages is as follows: Please note: An individual's age on the date of sailing determines his or her status for the entire cruise vacation.

http://www.royalcaribbean.com/customersupport/faq/details.do;jsessionid=0000jXULrGY4hF0BQyi2tvk7x6G:12hbiocus?pagename=frequently_asked_questions&pnav=5&pnav=2&faqSubjectName=Before+You+Purchase&faqId=309&faqSubjectId=322&faqType=faq

You will find that Royal Caribbean and Carnival are very similar. The only thing you will miss is the water slide. Carnival has great water slides that adults can use. Royal Caribbean does not have any water slides that an adult can use.

Another option is Norwegian. Norwegian is similar (not the same as - similar) Carnival and Royal Caribbean. And many of Norwegian's ships have water slides an adult can use. Here is Norwegian's age policy (which should work for you also) ...

What are NCL's Age Requirements?

Company policy dictates that a passenger under 21 years of age must be accompanied in the same or connecting stateroom by a passenger 21 years or older who expressly agrees to be responsible for the under 21 passenger throughout the cruise. This includes, but is not limited to, preventing under-age purchase or consumption of alcohol**, preventing under-age gaming activities and preventing violations of any ship's rules. Passengers must be age 21 to purchase or consume alcohol and age 18 to gamble on the ship. If the accompanying adult is not the minor's parent or legal guardian, a PARENTAL/ GUARDIAN CONSENT LETTER that authorizes the minor's travel and further authorizes medical treatment in case of an emergency must be delivered to an NCL representative at the pier. Failure to produce this letter at embarkation may result in boarding being denied, with no refund of cruise fare provided.

Kids under two cruise at a substantially reduced fare and certain itineraries offer specials on 3rd and 4th guests in the same stateroom. Infants under six months of age are not eligible for travel on NCL ships.

Note: Two people under the age of 21 may travel together in the same stateroom without someone over the age of 21 in the same stateroom if they purchased the cruise under the family plan and have at least one person who is 21 years or older in the adjoining stateroom. The age limit will be waived for married couples less than 21 years of age provided proof of marriage is presented to an NCL representative at the pier.

**With the exception of Alaska and Hawaii itineraries, NCL permits guests between the ages of eighteen (18) and twenty (20) to purchase and personally consume wine and beer while on NCL ships with the consent of an accompanying parent or legal guardian (Parental Consent) on the same sailing when the vessel is outside the US state territorial waters (3 miles). Complete details and the Parental Consent form are available on board at the Reception Desk.

It would help if you said what the rules were.

TINKERTOY ..... the 1 & only
Carnival is the only cruise line that requires at least one person age 25 or older in a cabin. All of the other cruise lines like NCL, Royal Caribbean, Princess, Celebrity, etc. require just one person per cabin be age 21.

I suggest that you go on a RC ship as it will allow you to and its a better cruise in my opinion with more things to do on ship in addition to just partying.

Go to RC's web site and click on the link that say "Hot Deals" and you will get some good options for a good priced cruise.

Carnival's age policy is:
How old do you have to be to travel alone?

Guests are required to be 21 years old (on embarkation day) to travel. Guests under the age of 21 must be accompanied in the same stateroom by a parent or guardian 25 or older. The exceptions Carnival will make to this policy are:

Married minor couple - The booking must be documented that the couple is married. The couple must have proof of marriage at embarkation or they will be denied boarding without the benefit of a refund.
