You really need to check with your travel agent when you are booking your cruise what is included in the price, especially if you plan on buying a drinks package.

No. Other then the high end cruise lines, like Crystal, your drinks are not included (alcoholic).
You can purchase a wine program on cruises now at a discount. If you have a bottle of wine every evening with dinner it is worth the costs - you end up getting a good discount on the wine.

Most of the cruise lines have soft drink packages. I don't know of any with alcoholic drink packages except the very expensive luxury lines.

I have been on 15 cruises with celebrity, Princess, Holland America and Royal Caribbean. All cruise companies have a soft drink package but none have an all-inclusive drink package. Royal caribbean on some of it's ships does have a wine package - $125 for 7 bottles of wine.
