The Grand Princess is 201ft high with a draft of 26ft which is roughly 12.9% below water.
The Queen Mary 2 is 232.6ft high with a draft of 32ft 8ins which is roughly 14% below water.
Most of the space below the water line on cruise ships is used for machinery spaces, water, sewage and fuel tanks and storage areas.
The crew quarters are usually above this area on deck 3 and the passenger decks usually start on deck 4. |

No people have the option of sleeping below sea level. However most cruise ships have those areas reserved to the crew and however they are traveling. Guest rooms are inside the ship with no windows at all or have window, or balconies open to the sea. |

When talking about how much of a ship is below the water, you are asking about the ship's draft. A typical large cruise ship has a draft of 25 to 30 feet. However, there are smaller cruise ships (that hold less than 500 passengers) with shallower drafts, so that they can get into harbors that are not deep enough to handle a large cruise ship. These ships might have a draft of 12 to 15 feet.
No passengers go below the water line. However, most of the crew sleeps in cabins that are below the water line.
The draft of the Freedom of the Seas (currently the largest cruise ship - along with its sisters) is 28 feet.
The draft of the Queen Mary (the one in Long Beach, CA) was 39 feet. However, the Queen Mary was an ocean liner, not a cruise ship.
The draft of the Queen Mary 2, which is almost twice the size of the Queen Mary (and is also an ocean liner) is 33 feet.
The draft of the Voyager of the Seas (about 15% smaller than the Freedom of the Seas) is just over 28 feet.
The draft of the Grand Princess, which was the largest cruise ship until the Voyager of the Seas came out, is 26 feet.
The Carnival Destiny, which was the first cruise ship to exceed 100,000 gross registered tons (GRT - which is a space rating, not a weight rating) is 27 feet.
The Carnival Spirit, Carnival's largest ship that can currently fit through the Panama Canal has a draft of 26 feet. The Carnival Spirit is about 86,000 GRT.
The Radiance of the Seas, Royal Caribbean's largest ship that can fit through the Panama Canal, has a draft of 26.7 feet. It is just over 90,000 GRT.

About 1/4 of the ship is below the sea. I believe the crew sleeps on the low decks. Also on the low decks is the hospital, the engines, the storage of food, and all of the inner workings. You will most likely never see much of these places. When you get off and on the ship, it is usually on deck 4 or 5. Most ships have about 14 decks. |
