Legally, no. Even on international waters most cruise ships adhere to their policies, and most policies say 21.
That being said, the strictness depends on the people running the Casino at the time that you actually enter it. If you look like an obvious 17 year old, you'll probably get booted. If you look like you could be 21, you might get away with it. |

You must be at least 18 yrs of age and when they ask you for ID if you look underage you have to show your ship ID card. This won't state your age but it is marked to say if you're over 18. |

Sorry man. Im goin on my 5th cruise next week and this will be the first time im able to gamble. I turned 19 this year. If you look old they might not card you. But if they do they'll tell ya 2 leave. |

Most of the time, if you're staying in American waters, you can't gamble on a cruise ship until you're 21. Sometimes it changes to 18 years old if you're in international waters, depending on what cruise line you're with.

All I know is that on Princess cruises, no matter where you are in the ocean, you have to be 21 to gamble and drink, no exceptions. Being in international waters does not mean a thing when it comes to age. |

Yes, once you leave U.S. Territory waters. I know this for a fact because my son and his girlfriend went on a cruise after they graduated high school. My son was a young graduate- 17 years old.
I beg to differ- but you do NOT have to be 18 years old to gamble on a cruise ship once it is in international waters. |
