Absolutely. QM2 docks at the Brooklyn Cruise Terminal, and although Brooklyn is out of Manhattan it's part of New York City and within the range of a NYC taxi.
From Times Square, it's 10 miles, about 20 minutes. 20-30 minutes from JFK or Laguardia airports (but allow an hour, just to be safe).

Yes, but you might be better off getting a shuttle. A cab can get really pricey in NYC if you have to go any distance. Call the cruise line and ask about transportation. They might have some suggestions or recommend a particular company.
