Yes absolutely. As long as your parole or sentencing doesn't stipulate you can't. If you are going on a cruise as this is in that section of questions then you will have to check with any of the countries territories you might enter. International waters are fine, but most cruises don't stay at sea, they dock somewhere. Make sure its not somewhere you aren't allowed to be. Call a lawyer if your that concerned. Most should be able to answer your specific questions over the phone.

Yes, you may get a passport, but many countries will deny you entrance, so it is best to check with their embassy websites before travelling.

It depends if there are warrants out for your arrest. If you committed a felony and have served your sentence then you can certainly travel on a cruise ship unless you have some type parole or probation rule that will prevent it. (of course your are not really a felon until you have been convicted of the crime)

Yes, they are called fugitives . If they are running from the law.

Depends where your from and what country your going to.
Some countries don't allow convicted felons in, and some do.
Most don't tho, so dont commit a crime if you want to go on holidays, otherwise you next holiday might be in some crappy small country.

Yes, because people are extradited over waters all the time.

Of course. Who is going to know you are a felon anyway? They don't check that when they issue you an airline ticket. Remember 911. Those guys may not have been felons, but they sure didn't have any trouble getting a ticket.
