Yes a passport card is good for land travel within North America and sea travel in the Caribbean region. However, if your cruise begins and ends in the same U.S. port, passports are not required. See site below.

U.S citizens can use any of the following documents to travel to Mexico :

Acceptable Documents: one of the following documents should be presented to prove both identity and citizenship.
U.S. Passport Book
U.S. Passport Card
SENTRI card (For U.S-MEXICO Land and limited Sea ports use only.)
FAST card (For Land use only.)
State Issued Enhanced Driver’s License
Enhanced Tribal Cards (when available)
U.S. Military Identification
U.S. Merchant Mariner Document
Native American Tribal Photo Identification Card
I-872 American Indian Card

Acceptable Documents Alternative: U.S. citizens who do not have one of the single documents from the list above must present BOTH an identification and U.S citizenship document.
Government issued Photo Identification Card and proof of U.S citizenship, such as a Birth Certificate

Yes. I went on a Carnival cruise in Mexico and they ask to look at your passport when you embark (get on) at the beginning. They never asked to see our passports when going back on the ship from ports like Cozumel, but I would bring yours (keep it close to you and have copies in your cabin, and pocket in case it gets stolen or lost. We always brought ours getting off the ship. Better safe than sorry......and since this swine flu is going around they might close the borders if it gets bad enough, then your stuck in Mexico..... Wash your hands, some ppl might get it. Have fun!! (If you go on a Carnival and visit Cozumel go on the Clear Kayak and snorkel shore excursion FUN!!)

Yes, You need a passport anytime you go on a cruise. They mandate it now.
