I just took a cruise out of Puerto Rico. I didn't need a passport to fly into Puerto Rico. I did need a passport for the cruise that left and returned to Puerto Rico. However, I didn't need a passport when I returned to the United States mainland from Puerto Rico.
Puerto Rico is a US territory. So it is considered part of the USA.

I believe that most cruise lines require passengers to have valid passports before they will allow them to board the cruise ship.
Contact your cruise line to be sure.

Yes you do need a passport. We had to fly to PR for our cruise last month and they made us have our passports.
We also needed them to fly back into the US.
Ya as of Dec. 2006 you are required to have a passport to go on a cruise.
