Do cell phones work on cruise ships? T-Mobile?
Do they work in Cozumel and Costa Maya? And on the ship.
I have T-Mobile and I did not have service while I was on the ship or on the islands, except for St. Thomas (most likely because it is a U.S. territory). My cousin has Cingular and she had "Cellular at Sea", so she had service (cost $2.25 a minute though).
Call up customer care and see if there's anything they can do so you can have service while you're on vacation. It'll probably cost quite a bit though.
If you can't end up getting service, just be grateful and enjoy the break from all the phone calls! I know I did. :)

Contact T-mobile. I have sprint and they downloaded an update into my phone and it worked the whole time in Mexico and at sea. I never lost a signal. Granted it was $.99 - $2.99 depending on my location, but it was good to have because we did have an emergency while I was gone.
