Every legal citysen could get one by applying to the right authority. Its different from country to country. Remember to apply in good time since it could take some weeks to get it. There could also be a cost involved in getting one. But if you can afford a cruise you can afford a passport without problem...
From some countryies you could need a multiple re entry visa.
And remember: Its your job to show the correct documents at check in. The cruise line could refuge your travell if you dont. Johan
