Even though the official answer is no until June of next year, it is highly recommended. It is about $100 and good for 10 years. Without the card you still need all the identifying paperwork to board the ship. Miss one document and they will not let you board. Just play it safe and have one less worry. Get one. It only take 2-3 weeks now.

If you depart/return to a US port via sea, then you don't need a passport until June 1, 2009.

There a new cheaper travel ID called a Passcard. Is is about half the cost of a passport but is only good for land and sea travel...not air.

Not yet. But if there were some type of emergency and you had to fly home, you would not be able to do so from a foreign country without a passport.

Yes. All ships enter open waters, when they return, you're returning to the US.
