To clarify all this conflicting information for you: I have cut and pasted this directly from the State Departments website:

CURRENTLY:
U.S. citizens need to present either (a) a passport, passport card (scheduled to be in full production beginning in July 2008), or WHTI-compliant document; or (b) a government-issued photo ID, such as a driver’s license, along with proof of citizenship, such as a birth certificate.
LATER:
On June 1, 2009, the U.S. government will implement the full requirements of the land and sea phase of WHTI. The proposed rules require most U.S. citizens entering the United States at sea or land ports of entry to have a passport, passport card, or WHTI-compliant document.

Hope that clears it up for you. Getting a passport is easy and it wouldn't hurt to have one if you are going to be traveling out of the country again any time in the next 10 years. But if you don't have time before you cruise it isn't necessary until next year.

if you cruise before june 2009, what you need is a drivers license and your birth certificate.
after june 2009, you will need a passport.

If you are cruising, the answer is NO until June 2009. The law to require a passport keeps getting pushed back, so if you cruise before June all you would need is a birth certificate and drivers license.

yes i'm actually taking a cruise in a couple weeks from los angeles and one of the stops is in ensenada mexico and they told us we must have passports.

Yes, they changed the passport laws just in the past few years. You used to be able to go to Mexico or Canada with a drivers license and birth certificate. You need a passport now, especially if you're getting off the boat in Mexico.
