The new rules absolutely requiring a passport of every person going on a cruise DO NOT go into effect until next year, summer of 2009. Right now if you board a cruise ship in a US port and will return to a US port, neither you will NOT be required to have a passport. What you WILL need is proof of citizenship which can be a passport OR a certified copy of your birth certificate, PLUS proof of identify which can be a driver license, or any other government issued photo ID.
It takes about 4 to 6 weeks to get a passport and so if you have that much time before you cruise you should get one. The Passport for an adult is $100 and you can print a copy of the application and get all of the information you need about applying on the US State Department's Passport Office web site:

Most cruise line do strongly suggest/recommend that you get a passport because if something happens and you need to fly back to the US you WILL need a passport.

If you are cruising to Canada the answer is no you do not need a passport. Beginning June 1, 2009 you will need a passport.
