Call a travel agent who specializes in cruises, they can help you. However, there aren't too many lines that call on Libyan ports. Many lines have dropped Libya due to the Libyan government's refusal to issue visa's to all of their passengers.
Also, if you have a stamp in your passport from Israel the Libyan's will not let you ashore.

Check out Oceania Cruises - they seem to do cruises with ports that are a little different than the other cruise lines.
We are taking one of their cruises in May and it stops in La Goulette and Alexandria.
I also noticed a couple of their cruises stop in other North African ports.
