You don't say which cruise line you are on, so I went hunting for the term "smart casual" since many cruise lines don't use that term anymore. Here is what I found:
Holland America Line ...
Smart Casual can be defined as slacks and sports shirt or sweater for men and skirt or trousers and sweater or blouse for women. T-shirts, swimsuits, tank tops and shorts are not allowed in the restaurants or public areas during the evening hours.

Wear something nice, yet comfortable. No sandals or shorts, no tanktops. A nice top with jeans, or a nice skirt and top. Or just go for a comfortable dress. Comfortable is key here, you want to be relaxed and enjoying your vacation! |

As long as it is NOT shorts, you will be "let in". The rigid "rules" have fallen for the most part... If you are going out on Friday night to a local restaurant for dinner (at least $10 a plate, not McD's), with your friends---what would you wear? That is smart casual! It is really up to you. Feel good and enjoy! These all are just guidelines anyway. In spite of what other say, nice jeans are fine. ... ok, dress it up with a fancy top. HAVE FUN! |

Wear whatever you would wear to church. Some lines will not allow you to wear shorts, jeans, or halter tops.
Some of the older women go all out, but that is certainly not necessary. On formal nights, a lot of younger girls wore prom type dresses. |

I'm guessing it's a Holland America Line cruise; I think they're the only ones who use that vague phrase "smart casual".
If so, here's the deal: Absolutely no jeans, no sweats, no tee shirt, no sneakers. Nothing ratty.
That said, for women as long as you look nice you have a lot of options.
Personally, I have a couple of favorite dresses - they're all dark-colored (more conservative, but that's just me), cotton knit means they flow well, pack small, and never have to be ironed. Don't bring anything that has to be ironed!
Shoes - For me, cruise ships are almost the only place I wear super-high heels. You never have to walk far, there are always places to sit, and it's probably the only dance floor clean enough to safely take off your shoes (if absolutely necessary).
Also, if you wear a sleeveless or short-sleeved top, bring a sweater or a wrap. Sometimes the dining room can be chilly.

How about a nice casual dress. If you're going somewhere warm it's a great excuse to wear a summer dress in the winter! Macys and Pennys always have nice selections. If that's still not casual enough how about a pair of dark jeans with some heels and a nice top.

Its up to you I usually wear jeans or slacks, with a sweater or casual top and sandals or loafers. Sometimes I may wear flip flops but not often and I usually don't wear tennis shoes, but have seen others wear them. Most cruise lines don't enforce the dress code as long as you aren't in your bathing suit you really shouldn't have a problem. I have seen people wear t-shirt and jeans without a problem. |
