The laws do apply while at sea. If you are sailing outside of the US, MX and Caribbean then you made need to confirm that with the cruise line that you are traveling with.

This is what I found out, here is a quote from the article. It appears there will be no problem with bringing your service dog, just contact the cruise ship in advance so they can prepare.

Federal law (Americans with Disabilities Act) allows equal access to all "Service Dogs" (ie., hearing assistance, mobility assistance, etc.). It is crucial if you are traveling with a service dog to alert the carrier that you are coming with a service dog so that they may accommodate you with special seating, if available. If you travel with a service dog, you need to know those laws and carry a copy of the law with you and the number for the ADA office in the U.S. Department of Justice, (800) 514-0301 (voice) and (800) 514-0383 (TDD). You may come across a gate agent, ticket seller, conductor, etc. who does not know the law.

If you're taking a cruise, you may be in luck. For example, the QE2 luxury cruiser, which sails from New York to England/France, provides special lodging and free meals for your dog.

Check with the cruise line or ship that you are planning to use for its policies. Smaller ships will usually not be able to accommodate your dog.

there is a LOT of paperwork involved with bringing a service animal on board, not the least of which are vet certificates of health. ADA laws do NOT apply at sea, as one, the ship is most likely NOT registered out of America and two, international rules apply at sea, and host country rules apply in port. There may be ports that you will not be able to bring your animal on shore with you, for instance.

additionally, for the safety and comfort of other passangers, there may be places where the dog is not allowed.. such as the pool area.

I think you should ask your cruise company. Obviously in international waters, American laws won't apply. That's how cruise ships do gambling.

Check with the cruise line. Remember, the cruise ships are not US owned and you will not always be in US territory, so ADA laws probably do not apply. However, most cruise lines are happy to accomodate and I would think you would be welcome to bring your service dog.

If it is truly a service dog then yes it should be allowed anywhere you go. But just to be on the safe side, I would get a written notice from your doctor saying you need this dog for service and carry it with you. That will cover everything.

Cruise lines do not have to follow ADA laws since they are not US companies. The ships are usually registered in Liberia. Therefore, you will have to do without your dog.
