Love the seaweed idea. Seaweed or kelp.
Make sure the strips are long enough that people understand what it is before you tell them.
Want to elaborate a bit more? Get the green garbage bags, green and brown felt cut it into strips and hotglue it onto the bags. Poke a hole in the top and cinch with a green or brown belt.
Don't forget to get green leotards and attach the "kelp" to the legs as well.
If you want to really get into it, go to a pet store where they sell aquariums and aquarium supplies and see about the fake plants and glue those on your outfit as well.
