It is POSSIBLE, but you don't want to do it in anything too small. Though there are a few people who have succeeded with just a small sloop, or whatever. As for the terrorism, I think that any port might be really careful about letting you in, but I'm not sure it isn't illegal.
After all, if you are carrying a bomb or a large (ish) load of explosives, and you blow up in the middle of the Atlantic, who is going to care much?

Once you're out on international waters, there's alot that could happen. There's no patrol to protect you and it's probably not a good idea, =)

no they are required to be powered by paddle. and even then you can only use paddles that are less than 2 feet long.
