Why not? If it's a European cruise line, then definitely. If it's an American cruise line, you'll want to ask, but they'll probably have a separate deck for it. If they don't, get indignant and demand a refund. |

No silly, it depends on the company that does the cruises and there is no uniform law regarding topless sunbathing in Europe. Though if the company falls under Scandinavian or Dutch law you have good chances. |

Yes, for the most part. Most cruise ships, regardless of destinations or origin, have a topless sunbathing deck, usually the most upper of the decks. They are clearly marked and the crew usually discourages gawkers or anyone else who may be there for bothersome reasons.
You need to check with the individual cruise lines for more specific information. |

I Googled "topless sunbathing on european cruises", and this is what the search returned. http://www.google.com/search?hl=en&q=topless+sunbathing+on+european+cruises&btnG=Google+Search All of the return links were pretty much for Celebrity Cruise Line. So I am assuming the that is the only cruise line that allows topless sunbathing. Here's an exerpt from the description of the Celebrity Cruise Ling. Of course it depends on the ship and the cruise line.
But all Carnival Cruise Line ships have a topless deck that is not easily visible from other decks.
If it's truly a European-owned ship, then I would guess they are more likely to allow widespread topless sunbathing; they seem to have a more reasonable attitude than Americans on the subject.

I was on the MCS Lirica in the Carribean and topless girls were sitting around the main pool. Nude sunbathing was allowed on the top deck. |

You should realize that just because it's a "european" cruise doesn't mean it's topless. Not everything in europe is so racy, not every beach is topless. |

Many cruises do, but it will be best to call the company directly to find out.
I'm never comfortable with them as there is no 'security' on those decks to prevent trashy guests from going up there with a camera and taking your picture. There are also a ton of people who head up there for several different 'views'. The one off the deck since it's usually the top tier and the one on the deck.
If you want topless sunbathing, wait until port and take a cab to a topless beach. Those people will be much more used to it and it won't be as uncomfortable. |

Most cruises have a small upper upper deck for topless sunbathing. It is screened off and can't be seen from any other area. |
