I would have to say by being a Travel Agency owner, I encounter this dilemna on occasion. Some things you might want to consider:
1-How many are going?
2-Date and city of departure and length of cruise?
3-Do you have a specific destination in mind?
4-Because you want a "cheap" cruise, do you have a Travel budget in place?
Minor issues for certain, but important because it will make selecting a cruise that will satisfy you much easier. I know for certain, depending on your date of departure and length of cruise, there are quite a few bargains currently available.
