im 13 and im going on the royal caribbean cruise with my friend and her parents. since my parents are coming and im under 18, would thye let me go? do i need a note or soemthing like that?

i got my passport a year ago, and i dont know if my dad's still in the picture somewhere.

You say you are going on a cruise with your friend and their parents, and your parents are coming. You don't need a permission slip as you will be with your parents.
If I have read this wrongly and you are going without your parents, then Tinkertoy is correct, you need a notarised permission slip.

THE CORRECT ANSWER IS YES, you do need a permission slip signed by your parent(s). This is from the Royal Caribbeans' web site:
" Q: What if I'm traveling with a minor and I'm not the parent or legal guardian?
A: Adults who are not the parent or legal guardian of a minor traveling with them must present an original notarized letter signed by the child's parent(s), authorizing the adult to take the child on the specific cruise, supervise the child and allow emergency medical treatment to be administered.
Please note: An individual's age on the date of sailing determines his or her status for the entire cruise vacation. Royal Caribbean International does not accept reservations for student groups. Please consult a travel agent for Royal Caribbean's group policies." |

If you are leaving the country, not only do you need I.D. and Birth Certificate, but you need notarized permission from your parents to leave the country with another family. |

Your parents would have to give permission (at least verbally) for you to go on the cruise with your friend.
Your parents would also have to sign a consent form in case you need any medical care. The form would allow your friends' parents to give permission for a doctor or hospital to provide anything you need medically in case of an emergency. |

I really didn't follow what you wrote so i will assume I understand. I took my then 12 year old niece with us a few years ago, besides the required documents we also had the parents write and sign a note that stated we could authorize any medical treatment if needed, I guess it also said that we were relatives etc. Ask your travel agent or call the cruise line they will have the exact info to include. |

If your going to pass the border then yes you need a note because it is out of the country. Along with your passport and some sort of I.D and birth certificate. |
