Actually, The new passport law has been pushed back again. At this time passports are not needed until summer 2009. So as long as you travel before then and do not fly out of the US then you are okay. You can sail out of any port in the US and go anywhere on a cruise really. You would need a valid ID and birth certificate (or other country papers if you are not a US Citizen).
I know this because I have done the research and I am a Certified Travel Agent and Cruise Specialist. In fact, I am arranging a 7-Day Western Caribbean Cruise sailing out of Galveston, TX January 11-18, 2009. At first, we were going to need passports but now we do not need them. Your boyfriend does not need a passport to sail around on a cruise ship. He will need proof of residency to get back into the USA on the ship's return. If he is an illegal alien, well, he will not be allowed into the USA.

it is inadvisable to attempt it.. he absolutely needs a passport to fly back into the country..so if something were to happen on the cruise he would not be able to get back home. and by June of 2009..he will need a passport even to get back into the country from ANY route..land, sea or air. .
your only option to stay within the US.. and I am not sure Hawaiian cruises are even an option if they have a port call outside of the islands. |

For sure there are no international cruises that will allow him on board without a passport.
All I can suggest is a cruise on the Great Lakes.
