Passport needed?

Is a passport needed to cruise into Mexico? The web pages I have found, including the websites for the cruise lines are confusing. We secured a passport for our daughter for cruising, she returned yesterday and said one wasn't even needed, that a drivers license and birth certificate was enough?????

It keeps on getting pushed back due to the slowness of sending out the new passports; If you can order one now, it'd be best because you will need it eventually. (June 2009 according to the state dept)

But for now, as long as you are only travelling by land and sea, you'll only need your government photo ID (like a state ID or driver's license) and a proof of citizenship (birth certificate).

If you are travelling by air you will need a Passport. Nothing else will be acceptable.

If you are going by cruise ship to Mexico all that you will need (until next summer) is a birth certificate and other photo ID.

The rules on passports were supposed to change this summer (2008) but they have been delayed until next summer (2009) and so right now you DO NOT need a passport if you are cruising to Mexico. If you were flying out of the country then you would need a passport. Its crazy but those are the rules RIGHT NOW.

Like rigo said it is all very confusing. Cruise lines tell you it is a good idea anyways whether you need them now or need them next year. The reason they are important to have is if anything goes wrong while you are in Mexico, like some sort of trouble, that is when the passport would be needed. So don't feel like it was a waste of money or anything because no matter what, it is a good idea to have one. Besides, you will need one some time next year, but we just don't know what the official date of that is.

Truth: anytime you've been on a cruise ship, you've been outside the United States. You definately need a passport.
You can go to tsa.gov and check out all the regulations.
