On Liberty of the Seas, you can go out to the bow.
They usually only have it closed at night and during high winds, or during helicopter operations (which is very rare)
There are a few ships where the bow is off limits to passengers because they have mooring equipment there. But, on Liberty of the Seas, the bow is open. In fact, they usually have benches so you can sit out there if you want.

I doubt it. Ever since "Titanic" came out, couples have tried this, and after a few actually fell off the ships they were on, most cruise ships cordoned off that whole area.

I am not sure about the Liberty but on most ships I have worked on it was not allowed for passengers to get onto the bow. Only on one ship passengers were allowed to do the Titanic thing but only about 15 minutes per day it would be allowed.
