I would go to a travel agent with your request. They know all the ins and outs and deals. Here is a website that gives a bunch of tips for saving money including finding in-port deals, how and when to book your cruise, etc.

Hope this helps, and I hope you enjoy your cruise!

With those rather stringent requirements I suggest that you avail yourself of the free services of a travel agent. An agent will find what you want, if its out there, and will not charge for his/her services.
