The direct answer to your question is Carnival and Royal Caribbean. However, be aware that a seventeen year old is considered a teen while an eighteen year old is considered an adult. Each will have a different club.

I would recommend waiting until the seventeen year old is eighteen so that the two of your can hang out together.

Norwegian may also have a good nightlife. However, I am not as familiar with Norwegian's program.

Uh ... most cruise lines require you to be 21+ yrs. of age before you can even book a cruise with them.

The only cruise line I can think of that allows 18+ yr. olds to book a cruise is Princess Cruises.
