Depends a lot on where you want to go. I worked on ships for 10 years. My favorite destination is Baltic(All the way to Russia) and Norway (With midnight sun and Nordcap), but you don´t want to do that unless it´s July/August, even though the season there is from June, sometimes ending in September... I mean, whats the point of catching the midnight rain?
Caribbean is nice all year, Mediterranean as well, but obviously more fun in the summer. South America in the summer down here (November trhu March)...
Alaska July/August... but some people find it boring cause the passengers tend to be older, same with Baltic.
There are good deals, but the best way to get them is trhu lastminute.com or directly with the cruise lines, if you dont mind going in any itinerary. Call and ask for cancelations.

There really isn't an off season for cruise lines. It would depend on where you want to go. Check out the slow seasons for whatever islands you plan to stop at and then go from there.

There's two good answers to this question:
What the industry calls "Wave Season" just ended. It runs from January to March, and is when the cruise lines really push some of their best deals.

However, depending on where you want to go, you may be able to find good prices outside of wave season. For example sailings to Alaska tend to be cheaper from Late May to Early June and in Early September. These are the fringes of the Alaska season so pricing is typically good. Depending on the destination you'll find better pricing at other times of the year.

Also remember, cruise ship pricing is based on capacity. If a ship is selling well, prices will start going up. If a ship is selling poorly prices will drop. It's not uncommon to see significant price differences on identical itineraries that are just are just a week or two apart.

There are also folks that like to try and score a bargain by waiting until the last minute to try and book their cruise. This is a risky move that many travel agents recommend against. While it may be possible to get a good deal, your selection of cabins may not be that great, you may find yourself in an undesirable part of the ship, or you may find that what you end up saving on your cruise fare you end up loosing when you book your last minute airfare!

You really should call a travel agent that specializes in cruises to help you out. I recommend Cruise Planners www.mycruiseplanner.net 888-286-9827. They offer the same discounts as the online sites and the cruise lines, plus they don't charge any service fees when you book with them.
