You put your question under cruise travel. For cruise travel you don't really need a tour group. For other trips it depends on the type of traveler you are (vagabond, go-getter, etc) where you're going, how much you wish to trade freedom for convenience, etc.

A good travel agent will assist you with this, and will probably not charge you a thing. (They get commissions from the vendors)
Call one, they can review what you're looking for and who you are and make the best recommendations.

For cruises, look for an agent that has a CLIA affiliation, which is the Cruise Lines International Association. The CLIA website in fact can direct you to a local one. For tours, look for a CTC, or Certified Travel Counselor, they're experts.

Since this is in cruise travel, I'll answer for that. I prefer to make my own travel. I dont like the restrictions that come up by doing group travel. I like to be able to do what I want when I want.

whichever one sounds best to you- tour groups sometimes go to places that you don't want to go to. making your own tour plan, you can go wherever you want to

We have done very well on our own. Often there will be taxis or rental cars at the dock. You can go where you want and stay the amount of time you want. At many ports the taxi drivers will be your personal guide for the day for less than the cost of a ship's tour. If you want to further cut costs, when you are just off the ship ask other passengers from your ship if they would like to share a taxi or car - you just have to agree on where you want to go. For a unique experience, ask your table servers on the ship for advice on good places to visit while in port. If they have worked on the ship for a while they know all the best places.

in regards to cruise travel that is a tough one. I personally prefer to do my own thing but it also depends on what it is. I really don't like to do group snorkeling tours, I get kicked in the face too much by people who either aren't good at snorkeling or aren't paying attention....on the other hand if you go on an island tour that the cruise ship arranges you should be ok should the tour come back late. The ship won't leave without you...if you are on your own, you may very well find yourself literally on your own.
