Which location in a cruise is good. I am looking into getting a decent room with a low price. Is deck 4 good? ?

Deck 4 is the lowest deck behind the ship. Will i feel the boat moving or the propellers on deck 4? Also should i get a room in the front of the ship? Let me know what i should look at when booking my room for a cruise.

A lot depends on the size of the ship. However, in order to avoid feeling movement you need to look at a center cabin (both ways) by amount of Decks and in the center of the ship.
Front is bad - you will feel all the movement.
Also above or below a galley, restaurant, theater or any other public area should be avoided if we want to have it quiet.

nope they sound proof the cabins, unless you hit a iceberg you should not hear much

The lowest deck will be very noisy.
Of course you hear machinery noises and at the front you will hear water cavitation under the ship.

The higher the quieter.
The nearer the front the quieter.
A balcony is well worth it if you are spending days at sea or travelling in fijords etc. but if you have "arrived" every morning and depart as night comes there isn't much to see anyway so a balcony isn't essential!

You want to be on the main deck of the ship which is usually in the middle. Plus, pay a little extra for a balcony, it's well worth it. The lowest deck is not a good place to be.

The lowest passenger deck can be a good deck to stay on. No, you don't feel the propellers, but you feel the ship moving no matter where you are. If you can, get a room towards the front or middle of the ship, but avoid the back rooms. During my last cruise, my family was put in the last 3 rooms at the very back of the ship. Apparently, that part of the ship was the glass recycling center, because early in the morning, we'd be woken up by all the previous day's beer bottles being dumped into the next room. If you are willing to pay for it, the ocean view cabins are wonderful. Waking up to sunshine on the ocean was nice.
