they do it occasionally. Just not that often. When we were in St. Thomas last year, there were horn wars between two Carnival ships. They always sound them at muster drill. Why blow them when not necessary? it is more of an emergency horn than a pleasure horn. If someone were to fall overboard, it would be sounded. If the ship were sinking, it would be sounded. But it is like Crying wolf if it is blown too often.

They still do, it's in the rules of the road for the sea.
Not only must you use it in fog, but also to warn other ships on what you intend on doing and asking them what the hell they're doing when they decided to cut you up!

Foghorns are indeed used! I was on a trans-Atlantic crossing and the foghorn sounded every few minutes for over a day and a night, because we were in fog. (And when the ship is in fog the Captain is not allowed to leave the bridge -- he had to miss his own Captain's Champagne Reception and sent the First Officer instead.) They occasionall sound foghorns to greet other ships, too.

Perhaps mainly because they try to avoid fog! International regulations require the use of the foghorn, so there's no option of "not using it any more".
