I remember my friends and I getting sunburn on a cold but blue day in Scotland a couple of years ago whilst out doing some climbing. As I remember it was -2C that day as well so I suppose you can get a tan at any time of the year providing its sunny. |

The Earth is closest to the sun in February/March. If it is warm enough to sit out without more than a bathing suit, go for it. You will probably get more color than you would in July.
