Moldova, but you probably want something a little better. Any country in eastern Europe can be a bargin. Keep the whole package in mind. Many of the really cheap countries, Romania, Bulgaria, Moldova and Ukraine, have very reasonable accomidations, food and sights, but transportation can be a killer. I would look more to the Czech Republic, Poland or Hungary. All are wonderful and offer so much to see and do.

Romania is very cheap. And it has variety; you can stay in the mountains or the beach at the Black Sea, or anywhere in between.

but prague - the ancient city - i liked very much.

Bulgaria at the moment, was there last year and very cheap to eat out, the people were helpful and fiendly.

Eastern Europe such as Estonia, Latvia, Bulgaria etc are quite cheap and really nice. Although they are cheap they are really beautiful and if you go there you will enjoy it for sure. Just pay attention to your personal things only. There are quite a number of thefts in these countries unfortunately.

Bulgaria. As a local I recommend you visit the country's seaside off-season. September and beginning of October can offer an unforgettably soft Indian summer moments. (Although not really the rule, this week's temperatures are expected to be between 24 and 31 C.) If you like hiking - there are plenty of scenic mountain routes. Accommodation there, however, is more like basic. Also - definitely recommend the various new SPA hotels. Great value for money.

Bulgaria - go to Sofia, Rila monastary just near there, Koprivshtitsa for pretty architecture and Varna to swim in the Black Sea.

I'm not sure by what you mean by cheapest, there doesn't ever come with a word cheap, because from my knowledge, Europe is more expensive than North America.

But to fit your needs since you're obviously budgetting, is to check into the hostels, youth ones (depending on your age), instead of spending a lot of money on hotels. If they have guest houses then great, check into that, too.

But I'd say Czech Republic.

Once you get to the airport in Prague, instead of spending money on a taxi, you can always take public transit, I believe there are two. One takes you to Dejvicka subway station, and to get to your destination depending on where you're staying at.

But you must be very careful of pickpockets. I'm sure that happens just about anywhere.

Hungary is the cheapest by far, i've been there this summer and its so cheap, Budapest (the capital) is slighty more expensive but as soon as you get away from Budapest its cheap as cheap can be. I had a set meal for Â£1 and i went bowling with 5 of my friends and the total cost was Â£3 thats 50p each and ice cream is 25p a scoop i mean this is the place to be and i tell you what its not even that bad the quality of food!

Estonia was nice and cheap. We ate great food in Tallinn (the capital) for almost nothing and it was fabulous! I especially recommend the garlic restaurant (if you like garlic).

Hey come visit the uk,the average immigrant gets free accomodation with all fixtures and fittings,food,money,healthcare no need to work so theres plenty of time for sight seeing.An when you've had enough we'll even buy you a ticket home and give you a Â£1000 or 2 to help with you journey home..
