Yes, you can only use your "no fee" military passport when travelling on orders. To travel as a tourist you need a regular American passport. You may get one at the nearest American Embassy or consulate to where you are stationed. See site below for info on this subject. |

Yes they do. My dad is an Air Force officer, and even when he traveled overseas on OFFICIAL military orders, he still needed a US passport to travel. Part of the US passport is not necessarily so we can have permission to enter another country, it's so we have proof when we try to enter back into our OWN country. The process is designed so that the US offices can prove that you are a United States citizen and when you want to come back to the US it acts as proof that you are. In the places I have traveled, depending on what method of transportation you use, they can be a little lax about checking passports. For example, no one ever looked at my passport when I left Greece to Italy by ferry, but every time I fly it gets heavily scrutinized. Perhaps if you were stationed in Germany and wanted to go to Switzerland by train you would not need a passport, but I don't know. |

No, their military paperwork acts as a passport. They need their military id, and travel orders or leave papers.
Basically - If they are in the military, then there is more information available on them than there is on an average citizen. They are vetted and safe. (this info concerns US soldiers/sailors, not sure about other armed forces) |

If you are going on leave, yes you will need one. Only time you would be exempt from needing one is with orders |
