It isn't rude. I think you have the wrong term in mind as chest hair especially male chest hair is common for men. Why do they need to shave? Men who shave their chests are not men in my book. A lot of men including world famous actors don't shave, just look at Hugh Jackman, Pierce Brosnan and even Baywatch's David Hasselhoff. Maybe you should send them an email instead of ranting on here.

Women like you who "prep up" to be watched by men should be concerned at getting the most number of stares and not stare back at men with hairy chests as you describe it. If you place so much importance on how you look that is, who cares if Chewbaca himself is looking at you.

As for men, They don't need or care for your opinion that is why men go as they are. I would freak if a guy I know would say, "Hold on, I have to wax myself before we hit the beach". Definitely weird for men and so is your question.

The female need to shave or wax is perhaps more a result of pressure from women themselves. Men don't really mind so much if women have light fluffy hair growing over their bodies, or even pubic hair under the armpits in some cases, though they will tend to snub their noses if the hair is dark and gives off more of a masculine look rather than feminine. I don't think this is a conscious thought though. It's more an automatic and immediate judgment sadly.

A hairy chest is not related to the amount of sweat and grime a man might leave in the water when he goes for a swim, even clean looking people can be just as grimy.

The ocean is a big place though :-) Better to just swim a little upstream of the hairy rock apes :-)
