Well, you don't need to ask for permission.

But its polite to begin with "Hello, do you speak English?"
"A little." "Good" <smile nicely> then continue.

Works like a charm. :)

I've lived in Holland for a while, and get lazy, and just jump into English these days. But I get a much better response if I ask nicely first.

No. But you need to ask IF the person CAN speak English if you're going to try to speak to them.

What I will do is ask older people if they can, and for younger people, I will first greet them in their language, then say "I'm sorry, I do not speak (whatever language.....), and then just continue in English. You can safely assume that MOST people under 30 will know at least very basic English almost everywhere in Europe- it is the international Lingua Franca here.

But not everybody will understand You (older persons)

One sentence can be helpfully in Germany, Switzerland and Austria:
Entschuldigung, sprechen Sie Englisch?
Excuse me, do you speak English?

You could just start talking english and then watch them act like they don't know how to speak it.

It would be like if I walked into a McDonalds in Alabama and started to order my food in German. I would get some strange looks.

Nope. It's never happened to me. It helps if you know the country's language too, though.
