In Holland everybody uses a bicycle and you will find a huge network of paths. It is also flat, which makes leasuly cruisng easy.

Germany is also very much into cycling and you will find nice paths along rivers such as the Rhine and Danub. There are cross over routes into Austria and other neighbouring countries.

The UK is absolutely gorgeous too by the weather is wetter. They have an extensive canal network and the pathways along them are good cycle routes too.

In Europe you will always find cultural things along the way (old churches, nice little towns and plenty of scenery too).

Hows about The Netherlands (Holland)

Cycling... Thats popular there, theres a good network of cycle paths nationally...

Lakes ... theres the Polders / The sea, go up the coast of holland...

Not a sun holiday ... It's northern europe..

Everything else.... You can make what ever you want out of visiting Holland, with the right guide book!!

The best cycle path network you can probably find in the Netherlands. But also in France, Spain, and Italy (and other countries!) cyclists are very common on the streets and not treated like an extraterrestrial species. I'd pick the destination depending on the time of year you want to travel. Southern europe will be very hot in july and august. Both of them are amazing, springtime or summer would be the best seasons to visit though.

I'd also suggest the Netherlands. The places is crawling with bicycles and cycle paths and many of the roads are designed around cyclists. No decent lakes, though, so it'll be near the sea which can mean serious head-on winds, depending on the season.
IJmuiden is not a very pretty place, but has excellent connections by bus, boat, train, car to both Haarlem (city of the first museum in the Netherlands, awarded best shopping area in the country, most attractive train station) and Amsterdam (speaks for itself).
Zandvoort is a better-known and more attractive town on the coast of the North Sea, with lots of hotels and camping areas. Actually, there's all kinds of camping areas up and down the entire coast of the country.

Northern Holland. Cyclists aren't treated like 5th Class Citizens. Natives speak excellent English. Cuisine is good, varied & cheap.
Not many lakes, however.

La palymre in France, near to La Rochelle. It has some excellent cycle paths for people of all abilities, it can get fairly warm in the summer but not scorch your eyes out hot. There are plenty of historic places to visit around there too. I love it and i go every year.
