Think about what you know about that person...
for example, do you know where he or she works or in what industry they work, or do you know what university they went to, or a club or team thy belonged to that might have a web site that you could look up, do you know what neighborhood they live in? Some neighborhoods like Tunel, Cihangir, or Karakoy everyone knows everyone so you could find him of her through finding someone in that neighborhood.
Also if you know the neighborhood you could ask the Muhtar (this is a person who keeps track of who lives in each neighborhood.)
It is not impossible, you can find people, especially in Istanbul cause everyone is friendly and will help you |

I know people in Istanbul, so I would just look for their email address in a stack of papers I keep.
But seriously, I would use google. They have directories...or at least it's a good place to look for a Turkish directory. |
