There are two different "you" in Russian, like in modern German (Du/Sie) or in old English: "вьі" [vy] = "you" and "тьі" [ty] = "thou". If you're friends and you communication is informal, it's ok to say "я люблю тебя" [ja ljublu: tebja]. If you are not friends yet, it would be better to say "я люблю вас" [ja ljublu vas]. These phrases actually mean the same, but they fit different situations.
