By accepting money or paying money for marriage you are committing visa fraud.

Visa fraud is a Federal Offense which carries a sentence of 10 years for a first offense not tied to terrorism or drug trafficking. You could also face a 15 year sentence if found guilty of fraud with other criminal links.

I do not know how much and I think it should not be: how much should I pay..., instead you should say: what can I give her?
Let's analize the situation:
The Russian girl is seeking a better life. She does not really know you, but still she is willing to leave everything behind, take her family and come to an unfamiliar country, and to an unfamiliar man. She is seeking security, comfort and a home.
Everything will depend on you. The moment she arrives, she will be depend upon you. Needless to say, she is pretty desperate.
In my opinion, the only way for this to succeed is, when she arrives, you give her respect and love, but deal strongly with her if she tries to use you, or tries to manipulate you. Show her that you are a man! When I say: deal strongly, I mean in words, not with force. Stand by your principles!
Then it can go two ways. If she has a good soul, she will learn to love you, or at least, she will have the decency to tell you that you are unfortunately not the ONE for her.
If she has bad intentions, subconsciously you will know, and I hope you will act upon it, and do the right thing. For her and your sake.
If you want to make this work, you will have to work hard at it.
This is not only the case with Russian girls, but with all girls from poor countries or backgrounds whom do not have any chance for a life in their own country.
I wish you all the best, and don't offer her money - offer her love.
