Your IP address is probably out of your control. Sometimes you can get it to change by unplugging your modem for a while, try an hour, if that doesn't work try overnight. You won't be able to change it back.
If you happen to have a static IP address you can talk to your ISP about it, but I don't see them being too helpful unless you have a really good reason. It's an odd need.
If you are using a router you can change your subnet address on your router. You control what your computer sees as it's IP address and what the router and other computers on your network see. But from the outside your IP address remains the same. In other words, to a public website your IP address doesn't change in this option.

U can't change it. If u want to change it temporarily, use tor. Download tor Vidalia and install it. Use firefox browser and enable this addon. People will see a diff. ip

I find it quite strange that you ask this question in Russia section but it is also ironic because Russia has a great deal of excellent "hackers" and variety of computer deviants. The truth is that most individuals experienced in this field are not going to freely give this information over a public medium such as Yahoo Answers to a stranger and for millions of strangers to view. you can statically set your ip address but you will no longer be able to surf the internet.

But if you change it from what your isp assigned, you will no longer exist on the internet.
