It depends on your preference, would this be just to visit or go to school, or you have relatives in Europe. Personally I would prefer Paris, probably because I am French, although I have been to London which was nice as well.

both are good choices
perhaps as your so young london now and paris later.Simply because u at least wont have the language problem to deal with. plenty to do and see in london. great trnsport system..........well organised for the teenage traveller
