Here in the Netherlands, for beer or wine you need to be 16, for stronger stuff it's 18.
Restaurants tend to be a bit more relaxed when you're with family, or at least they used to be; I've drunk just a little bit of wine with dinner since I was quite young (just one glass with the meal, or a half a glass). The restaurants I went with my parents would always let me have some, some even asked if I wanted a glass even from about 11-12 years up before I or my parents asked. Not sure if this is still the case, there's been a crack-down on under-age & excessive drinking lately. (btw, I don't think drinking a good glass of wine with dinner at a young age is related to excessive drinking; I've only been drunk once, when I was in my 20's; didn't like it, never did it again... I'll rarely drink more than one glass even now I'm an adult and never enough to get even a little woozy. On the other hand in college those who had never been allowed any alcohol at home were among the most excessive drinkers)
I don't know the official age to drink in France but we went there a lot on vacation when I was a kid and restaurants were the same, I always got my own (one) glass even when I was very young. Germany I have no idea about, sorry. |

You can buy wine and beer if you are 16 or above in Germany, Holland, and France (I think the 16 rule might apply to wine only, though). Once you turn 18, you can "hard liquor", like vodka and tequila. |

In Germany you need to bee 16 to buy low alcohol products and 18 to buy high alcohol products...I think it's the same with France!!! |

I lived in NL (that's Holland) and I seriously doubt any off-licence would sell alcohol to anyone who looked as young as 12. I'm not sure of the official age, but I think it is around 16.
Germany and France would be fairly similar. |
